I think people don't really think of them as emperors, but Stalin really was and if he'd been able to hold some of what he seized, Hitler would be remembered as an emperor too.

Requirements for crossing gates vary with the speed of the train. Some require gates that resist ramming &/or block all lanes in both directions on both sides of the tracks.

US GMLRS missiles fired from its-& its allies'-tracked MLRS & HIMARS launchers are guided, but only to preprogrammed locations.
INS might not work well if launched from a moving vessel, but it might work if programmed with coordinates before launch & if those tubes will hold a 220mm x 3.9m GMLRS.
