He's not lying. He's spinning a tale. He can't just come out and say that millions of Americans can't afford food, clothing, shelter, and health insurance even though they work AT LEAST 40 hours a week, if not more. BTW, Medicaid is administered by the states. They would know about fraud.

Rage is a response to constant stress, depression, and anxiety. That is by design as well. Keep us worried and nervous about salaries, rent, bills, credit ratings, and all the other factors that make our modern society and economic system.
Rage is the vent for our miserable lives.
