As we develop this concept, we must also consider the strategies and capabilities needed to ensure that Russia cannot rebuild its strength, either in later stages of the war or during any pause in hostilities.

In this context, the concept of “strategic neutralisation” could offer a viable approach to a conflict that shows no sign of ending, particularly given its asymmetric character. And we should not take the current situation in the Black Sea as granted.

The core disputes b/w Russia and Ukraine, and between Russia and Europe, remain unresolved, with no realistic prospect of a just and lasting peace. We must therefore consider phased approaches to strengthen Ukraine’s position in the south and create the conditions for the eventual recovery of Crimea
For this reason, Ukraine’s partners must prioritise support for the liberation of this strategically vital peninsula, which is critical for the security of Europe and its neighbouring regions.
