The banality of evil is something I actually do think more people should play with in TTRPG settings.
But. The trickiest part is that it's inherently a political and quiet type of evil. It's lacking that extraordinary appeal that is seen in other villainy.

There's so much to sink your teeth into!
- Arranged marriages to ensure political alliances
- Ruthless enterprise that seeks to perpetuate and increase its power / value at any cost
- The noble pretext upon which horrors operate
- The banality entrenched onto power, because it's all routine
