Point from the floor that Libraries don't usually see the RSF budget. *** You probably do, actually!*** But regardless, just like there were increases for Security, there needs to be increases for RDM and OA. Policy and RSF are separate wings, Policy has let RSF know we'd like more...

ZING - from the floor: reconsider the institutional strategies. If you don't do this, you are still burdening the institutions - just at the Library level. Still is an institutional burden, but one that falls primarily on one unit. ❤️‍🔥❤️‍🔥
(I missed who that was - was it Leigh-Ann?)

Hypothesis: practitioners want Institutional Strategies, found them incredibly helpful, but institutions didn't like being made to do them, and since the Tri Agencies may want them to do something similar for data security, they don't want to "waste" the institutional goodwill on OA. :/

Someone from the floor asked if there is consideration for getting OA institutional strategies. A: don't want to overburden institutions, but something we've heard, not under consideration to include in the Policy, but will continue to discuss not just for the OA Policy but for other policy areas...

Question about the delays - is the delay because of the differences across disciplines? A: always tensions caused by disciplinary disciplines, some of the concerns we are facing are universal - around accessibility with mandatory deposit, capacity with mandatory deposit...

Just a little update on the Tri Agency Open Access Policy at #OSCanada...

***Policy will be delayed until 2026, implementation timeline will also be extended. Statement released shortly. Agencies continue to engage with stakeholders.

NSERC is preparing a discussion paper by Dr. Leslie Chan on equity...

Heard concerns about capacity, rising APC costs, but also need for flexibility.
Dedicating resources to see if agencies can provide guidance a along with policy. Resources will draw attention to existing programs etc - first mention of RRS.

Heard lots of demand for infrastructure support, including national article deposit and/ or more support for Diamond journals.

New policy requiring acknowledging agency funded with standardized language that should help with compliance management. New grant platform may allow the use of PIDs. Opportunities as well with introduction of narrative CV.

Considerations: rapidly evolving OA landscape (is, NIH capping fees) - mentioned this was during the draft finalization in July 2025. Agencies commit to updating more frequently.

Recieved 200 responses on draft as well as dozens of email. Feedback : clarifying terms. Helps understand role that guidance documents may provide. Feedback that there was not enough support for Diamond, and that the mandatory deposit created redundancy.

For sensitive data, deposit would be required if there is a suitable repository, otherwise retention would be enough.
Articles should have a data availability statement.
astrobri.bsky.social
Data retention would apply to all data collected with grants, but data deposit would be required specifically for data that directly supports research conclusions in publications.

*Exploring* clarifications. 1. Data retention. Adding in retain data for X years - stored, backed up, and safeguarded following policies. 5-7 years is common with institutions, some funding partners are 10-15 years. Need to balance cost.

Key takeaways - define key concepts and expectations in the policy text (what data must be deposited), sensitive data are a challenge - suitable Canadian repositories will take time to develop. Capacity for data curation varies across institutions. science.gc.ca/site/science...

Launched 22 DMP pilots to date. Have provided insight: varied & complex, options for storing & providing access to sensitive data are limited, standards and practices vary across fields.

Despite the identified importance from the community, only one strategy included addressing incentives such as for Tenure & Promotion. :/ ( I think it was Concordia - way to go!)

Presentation from Tri Agencies on the RDM Policy. Strategies were first part - 90% of institutions have complied. (Which is probably the highest compliance rate of any Tri Agency Policy? Really makes you wonder why this was not included in the OA Draft Policy.) #OSCanada

I did not, I'm not technically the data person, but thank you! I get the sense the missing slide would have made it a bit more clear!

I think this initiative sounds interesting, but both names are going to slip right through my smooth brain.

Interestingly, the funding comes from a package specifically on national sovereignty and AI, but other than machine interoperability, kinda doesn't really seem centered around it?

Ok there is a slide missing, I think this is a name for the various things that the Alliance does,FRDR, Borealis, DMP Assistant, Lumaris, HPC Services... The Platform is about interoperability between these systems. Metadata reuse, integration, building distributive storage grids, use more PIDs/RAiD
