Scottish social and political sensibilities are more akin to the Nordic countries than to English/American ones.
Closer association to the Nordic nations makes a lot of sense.

England bribed and bullied Scotland into a Union over three hundred years ago and have continued to treat Scotland in that manner ever since.

Two entirely different quality standards.

It appears that somewhere in the BBC News offices an editor deliberately replaced the Scottish figures in a series of figures relating to the previous year with the Scottish figure for four years earlier.
The “apology” was a condescending piece of humbug typical of their attitude to Scots.
