Its basically structured into 3 episode long 'movies'. The first 3 episodes are the slowest, but all of the first episodes in those arcs can be on the slower side. (and there are a couple exceptions to that 3 episode long movie format).
I also think Rogue One is a bad movie. I just turned it off half-way through the first time I watched it. Andor Season 1 is a top 5 seasons of TV for me.
