Because of the shutdown, the IRS furloughed half its workforce, but mostly customer service staff while still implementing First Felon’s tax cuts that overwhelmingly benefit the wealthiest Americans.

That means anyone who owes taxes gets a break and anyone who is due a refund is out of luck.
