Honestly, i think this is another knock on impact from the monsterfication of truck and some SUVs. Even is the headlights are correctly aligned, they are next to 7 feet off the ground.
Like maybe its return on investment - a dollar into authoritarians has higher short term returns (immediate benefits, long term costs offloaded) than a dollar into democracies (better long term, but not direct).
