Fyi the white part were the underpants, people took their pants off and worked only on their white underpants (saragüell).

Now it's a normal traditional clothing, but it's so iconic because that's what people was seen wearing when working.

It is also worm by traditional intruments players. To picture how regional the saragüell is, I Googled tabal i dolçaina (the traditional intruments) for an image and I personally know the drummer.

Well, it is an extremely regional attire, I wouldn't call it national.

Formally it has stayed the same for centuries, but the fabrics are much fancier, obviously field workers didn't use blue silk.

It is not worn in official acts, it's a festivity attire (Falles and local christian).

The colors people usually chose are not white, but it is exactly a saragüell attire from Valencia. It only lacks the headwrap. Sometimes people wear an ornamental blanket.

The pants are short because it was used to work on the fields (rice in many areas).

It was workwear, plus, it's hot in Valencia.
