How do we marry the two points of view - the we need competent compassion in frontline staff AND that we also are not scapegoating frontline staff?

And now some discussions about how Services themselves are 'Cinderella Services' - poor conditions, with broken toilets and lights.

Services themselves suffer from Stigma by Association, all while being blown in the changing winds of policy changes.
