Why is this news to people?

There are lots of foreign militaries with facilities at US training centers.

They have to be trained to use the weapon systems they are buying from US defense contractors.

They aren't getting their own base. They are getting their own facilities at a training center.

This isn't an uncommon thing with our allies. Keeps them away from US operational activities and keeps them all in one place to keep an eye on 'em.

The USAF has been training with middle eastern countries since the 80s. They aren't getting their own base, they are getting their own hangers to keep them separated from active operations.

This is just because Hegseth has no idea what he is doing or how to talk about these things.

That's not what is happening.

They are getting space at a US base to train with US forces.

This is typical. Keeps them away from things they don't need to see and it makes it simple to keep an eye on them.

The real story is that Hegseth is an idiot.

Many US allies have their own facilities at a training site.

It's actually a good thing, no reason for them to have good views of US operations outside of training. Keep them in one place so you can keep an eye on them.
