-they observe the social environment (largely through media)
-they decide what role they want to play in that environment (respected? savvy? oppositional?)
-they pick the candidate they think fulfills that role
-they reverse-engineer an explanation for their pick

I mostly see that in the last episode, where his exact motivations are kept vague (like when he hands Jesse the gun), but I do agree that it's weird - he struck me as a monstrous control freak in hiding ever since the first episode, but it's weird that lots of fans thought he "eventually" went bad

American community politics are HILARIOUSLY corrupt and undemocratic as well - every town/city board is packed with people who pass endless unconstitutional ordinances, accept massive bribes to allow any development or permits, own the police department and make friends with the county judge, etc
