Manufacturing has propelled different nations to the top. In the post-WW2 era first it was the US who then ceded it to Japan who then ceded it to Germany who then ceded it to the PRC. Not one thought they wld ever cede it to another hence made no plans beyond wishful thinking and wet dreams.
