The state of Palestine is in jeopardy as a result of this war. It is in Israel's interests to prolong war. And exclude aid agencies. The more Gaza collapses and people leave. The more legitimate claim it has to govern Gaza. The international community needs a form plan for a governing body for Gaza.

When removing aid agencies it assumed a new role. Which it must now perpetually assume. This does not require voluntary emigration but a handover plan back to UNWRA and other aid agencies.

The Geneva Conventions are detailed and clear. Under the convention I would say it is clear that Gaza and perhaps the West Bank are subject to detention by Israel given the influence it has over everything from water, sanitation, law and order to safe zones, food and staffing.

The Geneva Conventions regulate state conduct in warfare. Basic training should be provided to all persons in the armed forces. They protect all civilians and humanitarian organizations. There should be no hindrance to aid for non-combatantd. The ICRC is designated special status.
