報告1 山本健人（北九州市立大学）「情報空間への国家介入論――表現の自由論の前提条件とその変容」 1.  報告内容    本報告は、情報空間の変容を意識しつつ、デジタル立憲主義という包括的視座を踏まえ、情報空間の国家の介入の是非について論じたものである。マスメディアからSNSの時代に変遷することに伴い、情報過多が急速に進行しており、人間の処理能力をはるかに超える膨大な情報があふれている。情報の内容や伝達ルートにも変化が生じている。このような背景の下、国家による情報空間への介入をどのように考えるべきかが問題となる。報告者はデジタル立憲主義の観点からこの問題を
