I don't think that it says nothing. I think that she's saying that there have been atrocities and that it's reasonable to consider whether it's genocide. There is no magic that comes from using that word.

To be fair with GLP-1s out there a lot of obese people are suddenly losing weight. I know a lot of people not running for president who are all of the sudden forty pounds lighter.
