The dog is tame & lets Ernesto’s staff help it, but yelps several times in pain as they move him. Despite his pain, the dog doesn’t attempt to bite his rescuers as they move him, causing him increased pain. The rescuers lift him onto a stretcher, put him in their truck, & take him to their in-house vet clinic, where x-rays reveal he was shot in his shoulder; there is what may be scattered buckshot in the wound. Ernesto’s vets treat & bandage the wound. The FB post displays the following text beside the video:
“CAUTION. This video is difficult viewing but we need to make you aware of this situation.
Local people are telling us that a street dog cull is likely.
We are now in contact with the authorities and we will try to save as many lives as we possibly can.
To make this happen we really do need your help.
We know from the Damascus campaign that dogs can be shot and not killed. They are just left to die in agony. We cannot standby while this happens in our own city.
Today a citizen contacted us about this boy. He has been shot and left to die on the street. His shoulder is shattered. He is under intensive care at the sanctuary.
Please. Please. Help us to save as many as we can. Neutering, vaccinating, tagging is the only possible way forwards, and we can't do it without you.
We have no spare funding available at all.”

With a lack of transparency from HHS, it is hard to confirm the numbers and if any addition cuts are coming.

We estimate ~600 people were let go between Oct 10–11.
