The idea isn’t to code a twitch extension. It’s a chrome extension that can send a simple chat message on a timer, in any tab that contains a twitch stream. But I have concerns. Setting it to not be abusable for example. So just a static emote you can’t change, and on a timer that can’t change.

I have -zero- idea if this is something I can do, but I'm going to attempt to code a chrome extension that can send a 'keep alive' chat message for twitch lurkers. That way, people can send a basic emote just to make sure their view counts for streamers. I can do this! I believe in me.
