An alternative theory would be they have lists of angry 2A rights people who have been convinced by right wing media that liberals want to take their guns away.
Those people could be contacted individually in an attempt to convince them to join Trump's fascist ICE army.

They know what they are doing: They putting their lives on the line to generate armed resistance to give Trump an excuse to implement martial law.
The only people who are willing to die for that are members of the Proud Boys, 3 percenters, etc.
