It’s certainly possible. For example, Steve Bannon plead guilty to felony fraud in New York court after being pardoned by Trump on federal charges for the same conduct.

So before he leaves office, he could do preemptive pardons to prevent them from being charged once he’s gone.
Also raises a different point- that some of these crimes could be charged on a state level because it’s impacting individual states ?

It is now clear that there was no real intent/strategy for reform. Kennedy's actions do not reflect what he outlined in his speeches. It will take a catastrophic event to realize what has been lost. The CDC has been crippled to a point where it is non-functional.
