Not surprising at all. Why not have a federal energy "high consumption" tax. Could have the majority of the receipts reimbursed back to individual utility providers to cover increased costs, a small, like 2.5%, retained by the Feds, and remainder back to state gov'ts. apnews.com/article/elec...
