Part of that is legal reasons - ideas like Pokémon species, moves, items, locations, etc. can't be copyrighted, only their visual designs, story arcs and specific, developed characters. So text-based fanfics with OCs + original stories can avoid stereotypical copyright/fair use issues entirely.

Also, I'm with you on original vs. derivative fanfics - I've tried writing both kinds. The original stories are easier to write and I feel like my own voice shines through better. The "derivative" ones are challenging bc I have to remember details from the games and reinterpret/transform them.
