I usually love your content, but I am not understanding the metric selection here at all. 2004-09 compared to 2004-25 is just .... Odd. Can you explain why you used it?

I feel for staff sometimes. It is really hard to do a good job with zoning. It is a giant clusterfxxx in most municipalities, TO included. Then all the "public" meetings that mainly only old affluent retired ppl have the bandwidth for and the multiple councillors to appease...
