In Newark they closed the ticket office (and waiting room) at Penn Station and leased a small storefront 2 blocks away for sales. But the buses still load at Penn

If the on-street permit is less than the terminal fee, why wouldnt greyhound just apply for that? If they get denied, they have a good legal case as long as philly approves competitors to use the curb

The only city I know of that was able to prevent curb loading was Boston. Even Megabus and Chinatown operators loaded off street. NYC and DC have curb buses even with the terminals

Flixbus (Geyhound owner) wont pay those fees. They will continue to send buses to street curbs.
