They're treating this like the _end_ of an investigation, not the beginning of developing a case. They also have leverage on sentencing & prison location. This guy can be leveraged into talking in prison.

Lupo as necessarily but not excessively brutal makes him a more sympathetic character. It's interesting that at this stage, they're not interested in portraying true criminal psychopathy.
