you can set it up as a business account (the thing we didnt do, we just do normal way) so afaik you can hide some information. But its no other information you dont give ME when you pay me via PP

It will protect only against fraud and not scams (unauthorized vs authorized payments), and personally ive only used it with people i trust or where the art is already completed. (since not everyone requires prepayment)
