It’s true that universities hold the broader responsibilities you mentioned but a good PI and mentor can create a decent environment for her/his team. This is not easy and I’m still learning by the day
Thank you for sharing your story. I also started my career with a similar bad experience. Luck & and perseverance got me a professor position and all changed. From my postdoc, I learned research methods & skills, but most importantly what a good mentor should be. I use this value during interviews
