This was a reference to the crack down on free elections in Vietnam, both against the wishes of the Vietnamese (as evidence by the fact that the US suspected they'd vote against US interests) and against international law and an agreement we signed. As my comrade said, your ideals are hollow.

Free speech is when you suspect the communist will win an election if it is held fairly, so you prod your puppets in that state to refuse to hold an election and start a massive war killing as many peasants and workers as possible. See Vietnam Elections Geneva-Accord.
