He's... happy? nice? maybe a little gullible? I think the 2013 Mickey Mouse cartoon is possibly the only piece of Mickey Mouse centric content that establishes any sense of character (straight man, attempting happy-go-luck but with an anxious serious mentality. almost Kermit-ish.)
