And across the region, institutional capacity remains a key bottleneck: without stronger planning, implementation, and monitoring, even good strategies may fail.

Critical technologies; from solar energy to climate-smart agriculture; are available but not reaching scale due to outdated infrastructure and lack of incentives.

Access to climate finance remains constrained by weak regulatory environments and limited fiscal space.

What’s holding the region back isn’t a shortage of ideas , it’s the systems that enable action.

Latin America and the Caribbean don’t lack climate ambition, but ambition alone won’t deliver results.

The path forward is clear. What’s needed now is commitment to scale what works and adapt what doesn’t.

These aren’t theoretical concepts, they’re already underway in parts of the region. But to meet the scale of the climate crisis, they must become central to national strategies, supported by regional collaboration and smart investment.

In Latin America and the Caribbean , six areas stand out: clean energy, electric mobility, regenerative agriculture, forest conservation, water governance, and early warning systems.

To move forward, climate ambition in Latin America must be matched by integrated, well-resourced systems that can deliver results at scale.

Structural issues like limited fiscal space, slow policy coordination, and weak institutional capacity continue to prevent these efforts from achieving transformative impact.

But despite these advances, results remain uneven and insufficient. Efforts are often siloed, underfunded, or poorly aligned with broader national development goals.

The LAC region has seen a surge of climate-related efforts, carbon pricing in countries like Chile and Colombia, forest protection in the Amazon, and early warning systems in the Caribbean.

But despite these advances, results remain uneven and insufficient. Efforts are often siloed, underfunded, or poorly aligned with broader national development goals.

With the right policy and investment frameworks, the region could lead a global shift toward just, low-carbon development, while protecting critical ecosystems and advancing economic opportunity.

Now is the moment to move from climate potential to climate leadership.

But these strengths aren’t being leveraged at the pace or scale needed. Inequality, fragmented governance, and emissions from deforestation and land use change (which account for 40% of regional emissions) continue to limit progress.
