I think the last hard fork that mainline bitcoin had was to ban that litehash "optimisation" one ASIC company came up with that got you 30% more hashrate if you're a dickhead and don't verify any transactions.

I think the band +44 is an international dialling code.
International ones have another issue in that +1 is all of north america, since they already had a system when they were being assigned.
