I spent my entire legal career at SSA, and this was the way Govt Shutdowns were consistently handled.

The current Administration is in violation of Law in using the Govt Shutdown as Pretext to get rid of thousands more Federal Employees simply so they can be replaced with unqualified Trump…

The ONLY LEGAL thing that can be done to Federal Employees during a Govt Shutdown is those deemed non-essential will be Furloughed, e.g., they don’t work until the shutdown ends.

ALL Federal Employees are to be paid once the Govt reopens…
