Our new priest at my parish was doing it on Tuesday nights. Not sure if he still is or not but it was in Spanish and everyone was looking at their phones. Not the most prayerful experience sadly.

The rubrics allow for Mass to be incorporated into the Divine Office since the Divine Office is an extension of Mass. You could just do the major hours on Sundays/Saturday nights as enlarged Masses. The problem is that 99% of the laity don't know about it and there aren't many publications available

-restore Ascension and Epiphany to their proper places in the calendar and as days of obligation
-promote singing the antiphons on Sunday
-promote the Pentecost vigil

Obviously some things are more important than others

Nonexhaustive list (subject to revision) of things I would like to change about the liturgy:

-restore correct order of sacraments/infant confirmation and communion
-restore the octave of Pentecost
-restore the last Gospel
-restore/expand the minor orders
-promote public recitation of the LotH

I think the crisis in vocations plays a major factor as well. Even then just getting the laity to attend Mass regularly seems to be an issue.

I also wonder how much the lack of a public divine office is an American problem. I've been to some churches in Europe that had matins and vespers.

FWIW there's a provision in the constitution for the state of Alabama that no state money will be spent on transportation that isn't the construction and maintenance of roads. Most federal projects tend to require at least 10% of the cost be covered by state money.

Yeah basically everything involving computers/electronics. Electronic storage and audio/video transmission is another one.

Also electronic filing and research has made a huge difference in the legal world.
