Sure. And unlike how people in the replies are portraying it, there's still only a couple of incidental, environmental events where you see and can kill members of the KKK.
One set during the actual US Civil War would be far, far better - you could contribute to the defeat of the Confederacy, explore the various characters of the era, big battles to wade through.
To be fair it sounds like an awful setting for a game. What would you even do for a story in this era, other than, presumably, fail to stop the Klan?
It's an environmental event, it's not a major part of the game.

Had the government said "as a mark of respect, we'd like you to cancel football matches, concerts etc AND protests today", then fair enough. But to single out the protest they've long wanted to stop anyway as the one thing we should not do looks like disgraceful exploitation of a horrific attack.
