Tariff Boy attacked a small boat carrying Colombian Citizens, not folks from Venezuela. Living in South Florida I have some experience with drug boats, this wasn't a drug boat. Drug boats don't carry passengers, they carry drugs. This was "interisland transportation" for the locals.
