Just tossing an idea out: carpenter's apprentice Shoyo that has a chance encounter with Emperor Tobio (who has a regent until he comes of age and snuck out of his castle) while petting cats on break from work. This happens often and the two grow close. Eventually, Sho's master gets a royal order.
