Nope. They track complaints and arrests not convictions. Anybody can claim a hate crime and it gets counted even if there is not underlying evidence.

The number of hate crimes in NYC is very low and frequently mislabeled with little evidence of animus beyond the identity of the victim.

The states don't send the fed money. Federal taxes are paid by individuals directly to the IRS. There is no current mechanism for the states to intervene.
