Ever notice the mesh in the glass door of your microwave? That's part of a faraday cage to keep the microwaves in the microwave.

Even when off, phones still are using a little bit of power, and can still give off a radio signature. Those radio signals are waves. Waves have a length, which is inversely related to their frequency. A metal container, with no holes bigger than the wavelength, can block those waves.
