Don't get me wrong, I really like HNs. Look at Vienna. During the last 80 years they have connected over 460k households and 7k other buildings. 40-50% of Vienna homes are social housing. Are now racing to make it zero carbon. This is what happens when social outcomes are prioritised.
I sympathise with your view. With the HP panacea sold to Governments with HNs secondary, the cost reality may lead to postponement & then be quietly forgotten. Politicians relate to their own cosy housing experience not to that lived by many. A Just Transition may not happen. No one should be cold.
The great thing with well designed storage radiators is the ability to turn down the input to match the heat requirement. They can also have weather compensation.
See further comment. My big issue with building heat networks from scratch is l cannot see how they can deliver affordable heat. In the current environment the Treasury would insist they be delivered by private businesses which would maximise profit, not social benefit.
Try doing that on a listed building in a Conservation Area in a World Heritage Site. Try doing that on a sixteen dwelling 150 year old tenement block. Please fully understand the detail before making sweeping statements. Also post the statistical probability of Dunkelflaute.
Where the objective is decarbonising heat, this would be playing the cards we have been dealt and doing it quickly. Improving fabric can follow, to improve efficiency. Let's be realistic, e.g. I think unlikely the centre of Edinburgh will be dug up for a heat network, the cost would be eye watering.
Don't write off resistive heating. We are just not very good at it. It's a great way to store electricity. I charge my car for 7p/kWh at night. With a long term commitment to such a tariff constrained generation & low demand could be used where HPs unsuitable. Heat networks will be very expensive.
It is often to do with size & software. From a system design viewpoint would always specify at least 10kWh capacity both for optimal time shifting of generation & arbitrage use especially in winter. They need good software to optimize both. Some products are somewhat lacking in this.

The real issue is the ability to make the first purchase or get quality social housing. People move less as they age. When property prices outpace income levels they are unaffected. This is not their fault. The wrong houses are built in the wrong places purely in pursuit of profit.

Never forget that Scotland produces 70% of the Gin made in the UK. Gordon's London Dry Gin is made in Fife! Difficult to find exact figures of value but maybe 20-25% of Whisky.
