Interesting. I work in code enforcement for a large Louisiana parish and we have zero laws regarding bamboo, instead handling it as a grass under our high grass & weeds nuisance statutes. Even neater: I can only recall one complaint about bamboo here in the last 6-7 years.

The more visible National Guard troops are, the more citizens will believe they are needed. It is a negative loop, as citizens will interpret the Guard as representative that the area has high crime. There is no win or improvement with either them being dispatched to NOLA, only a growth in fear.
