Granted I do not know how much water would be diverted to said closed loop. But I think it’s a real concern on local supply of water.

Well I think the concern is more if the water is returned to the ecosystem, it is returned with excess heat that can alter said ecosystem.

And if the closed loop solution is implemented for that, it means a vast amount of water is now in a closed loop and made not available for other uses.
