There should be laws governing the maximum ratio between top and bottom on any companies pay scale. That would give them some incentive to raise pay

There is nothing to negotiate. Not with trump and his minions anyway. His little piss fit proves he had no interest to begin with. Negotiation must happen with people who are willing. That is not Trump. That is Americans themselves, which is why Ford is right, and the feds have abdicated.
