All of these troop deployments are just a ploy to get people to riot so they can declare martial law and block people from voting.

FWIW- Congress can pass a budget with a simple majority through a process called budget reconciliation. This special procedure allows for the passage of legislation related to spending, revenue, and the federal debt limit with only 51 votes in the Senate, bypassing the usual 60-vote threshold.
