What does that mean The Governor runs the State. State Troopers work for the State. The Governor needs to order them to stop helping ICE. Is Illinois different in that the Governor has no authority ?

Agree. This has been my question from the start. He is the Governor. The State Troopers work for the State. And the Governor runs the state. So why doesn't he tell the State Troopers to stop helping ICE?
