Maxing out is dangerous if the winds blow the wrong way. Texas is playing a dangerous game reaching for 5. The election goes just poorly enough and they lose a safe seat or two instead of gaining 5. Go for 6, maybe 7 in CA and huddle as many Republicans as possible into the two safe red districts.
They had originally said they’re just going to match Texas, but I don’t see why they shouldn’t go ahead and max it out.
