US Senate is voting on GOP reconciliation bill.

Bill makes opportunity zones—OZ—permanent. Admin claims OZs add housing, especially in poor areas.

But @furmancenter.bsky.social research finds NYC OZs:
—Mostly benefit non-low-income areas
—Don't add affordability
—Don't do much more than upzoning
