I genuinely think Disney heard about the Poe/Finn ships and told the writers/directors to keep them apart at all costs. Thus, we got Rose and Cantobyte.
There was no "supposed to." There was no plan. But, picking up from TLJ (what i remember), I'd say it set Kylo up as the final boss with a fat question over his redemption arc. The death of Luke could spark all sorts of questions from Rey about the future of the Jedi. Just examples.
I still hold that if Abrams had just followed Johnsons lead for the final movie, we'd feel a lot better about the sequel trilogy as a whole. Not great, but better.
