I wonder how tall the designers and installers are? I'd second the cricket bat to the knees but would also add; 'now your car keys are locked in this safe for between 1 -3 years, please do try and carry on as normal.' I suspect that'd learn them a thing or two.
Even if it weren't hostile architecture intended to make homelessness worse, they're bloody useless unless you're a very specific height.
