Startups don't need to things down because they're ~10 people and easily maintain shared context.
Anything larger and written culture becomes incredibly important to maintain alignment.
This isn't anything new. We've known this for thousands of years.

Has anyone created a US gov volatility index? I’m thinking of a measurement of tenure/turnover in appointed officials. Perhaps different indices for each branch.

One of Trump’s arguments to SCOTUS for immunity was that there was nothing to stop rogue prosecutors from going after political enemies. Sotomayor argued that there are a lot of checks on rogue prosecutors, including the grand jury. We’re seeing those protections against rogue prosecutions now.
BREAKING: Federal prosecutors said today they went to a grand jury twice to indict a D.C. woman for assaulting an FBI agent during an arrest by ICE — and were twice rejected.
Notably, she faces the same charge as the District's alleged sandwich thrower.
